PRIORITY #3: BUSINESS IMPROVEMENT
Improve the Health District’s business practices in order to recruit and retain competent public health employees, to increase access to technologies that will improve efficiency, to improve training programs, to improve internal and external communications, to be prepared for public health disasters/emergencies, and to comply with legal responsibilities.
GOAL I Improve the Health District’s system of recruiting and retaining competent public health employees.
Activities:

  • Improve the public and employee perception of the Health District (See Priority 2, Goal II).
  • Review annually, if not more, the salaries and benefits of different types of employees, and seek opportunities to make compensation competitive with similar organizations.
GOAL II Improve job-related training programs for Health District employees.
Activities:

  • Develop a system to identify and coordinate training opportunities for staff focused on job functions, and aligned with the Health Plan priorities and goals
  • Develop a plan to assure that all employees receive training in the use of job-related technology. (See Goal III below).
  • Seek opportunities to use technology such as the intranet for basic Health District orientation training. (See Goal III, below).
  • Develop a system to track employee trainings to be used as a part of the performance evaluation process.
GOAL III Increase employee access to technologies that will improve job-related responsibilities as well as internal & external communications.
 (See Priority 6, Goal V).
Activities:

  • Upgrade the telephone system in order to improve call capacity for both external and internal communications, and to improve the ability of the Health District to communicate with the public and employees in disaster/emergency situations. (See Goal V).
  • Ensure that every Health District employee has access to e-mail, the intranet, and the internet for job-related communications. (See Goal II).
  • Explore the use of technology to enhance the exchange of medical information in the 4C’s clinic referral process and patient care.
  • Implement an electronic medical record system in accordance with specifications developed by the Clinic Leadership Team.
  • Implement a pharmacy inventory system, in accordance with specifications developed by the Clinic Leadership Team.
    (See Priority 4, Goal IX).
GOAL IV Clarify, strengthen, and standardize district management practices.
Activities:

  • Define the responsibilities of all Health District managers.
  • Develop a monthly report of program activities to be submitted to the executive office by program and departmental managers.
  • Develop program operational standards to assure consistency in all program operations.
  • Identify and develop a management system for all contracts in the Health District.
  • Develop the capability of fiscal monitoring at a program level for managers access.
GOAL V

Improve the Health District’s preparedness and capacity to respond to public health disasters and emergencies.

Objective: Fulfill CDC objectives in the bioterrorism grant, including a fully efficient and operational Health Alert Network (HAN) to communicate with county partners.
Activities:

  • Develop and annually review a comprehensive communications policy for internal and external communication in routine and disaster situations. (See Goal III).
  • Establish business improvements to improve public health preparedness for disasters and emergencies.
GOAL VI

Improve Health District’s compliance with legal responsibilities.

Activities:

  • Develop a white paper to outline all the legal responsibilities of the Health District to include public health laws, rules, regulations and contracts.
  • Provide support to the two Boards of Health in fulfilling all their responsibilities as outlined in the current bylaws.
  • Maintain accountability to the two Boards of Health in assisting them in fulfilling all their responsibilities as outlined in the current bylaws.
  • Identify and develop a management system for all contracts in the Health District.
  • Train managers and employees on legal and contracted responsibilities.
  • Annually review program contracts and establish a tracking system to document improvements made in response to state and federal review recommendations.
