HOUSTON—The owner of a cat sanctuary, and one of her employees, are charged with animal cruelty.
More than a dozen cats were found dead inside the Whiskerville Animal Sanctuary in Texas City.
Investigators said they hadn't been fed in more than a week.
One hundred and ninety cats were rescued and are now being kept at other shelters.
Whiskerville owner Wydell Dixon and her employee Kim Paskert turned themselves in Wednesday.
